I wrote this over on the Vector Facebook group but thought it'd be nice to add here.
First you'll want to find a scala file to convert. You can get one by browsing online or going to Scale Workshop: https://sevish.com/scaleworkshop/
1. Download Sysex Librarian: https://www.snoize.com/sysexlibrarian/
2. Find a Scala file you want to convert to .syx
3. Go here to convert to .syx — http://www.microtonalsoftware.com/scl-scala-to-mts...
4. Open Sysex Librarian and click the plus button to import the .syx file you just generated
5. Click File —> Save as standard MIDI file
6. Import into Vector according to manual (USB disk mode, tuning folder, etc)
