bug with CC lanes in velocity pages

I assume this is a bug as it contradicts the manual: with firmware 1.4.14 the 3 CC lanes send cc values even on muted steps.

I also noticed this and had to work around it recently. Would be a nice bug to fix.

Note On messages.

Yes, this issue should be fixed in the latest 1.9 beta (1.9.32)
