Qv-l : Latest firmware [UPDATED: 23SEP2023]

Hi All,

The latest QV-L firmware is 0.9.9. This build has many updates to Rates, Sample & Hold,
Resets and other bits. See the README for the full list.

AN IMPORTANT DETAIL: This build shifts the WIDE freq range down by about 60%, and the
SLOW freq range by 10X. If you have saved presets where rate is critical, you should write
down those values so you can manually re-set them after the update.
